How are (100%) End-of-Life scenarios to be declared in an EPD of construction products?

How to declare End-of-Life scenarios is described in Section 4.8.4 of PCR 2019:14 Construction products v2. The results of the representative/most probable scenario shall be declared in the main results of the Environmental performance section. Results of further scenarios, including 100% scenarios, shall be declared in a separate subsection of the Environmental performance section.

Example for 100% scenario

Assuming the most probable scenario (declared in the main results) is 50% of product A is sent to recycling, 25% to incineration and 25% to landfill.

The 100% scenario for recycling would be: 100% of product A is sent to recycling. However, this doesn't mean that 100% of A is actually recycled. It could be that only 80% of A is recyclable. The remaining 20% of A that is not recyclable is modelled however common for the type of product/material and/or the region.
