What is an external PCR?

An external PCR refers to a PCR not listed in the PCR Library of the International EPD System (IES), which means that the external PCR has not been published or adopted in IES. Since an external PCR generally does not comply with the General Programme Instructions (GPI) of IES, it can only be used in the case where it is required by a certain regulation* requesting the specific PCR to be used. 


An external PCR needs to be approved by the Secretariat of EPD International before being used for publishing EPDs in IES. *Note: Regulations here refer to any level: subnational, national, or international regulations. Market requirements, for example, formulated by an industry or a trade association, are not considered regulations in this context.
